The Revolution may have been won in 1776, but then the hard work of forming a lasting Union began. For a decade there was as much disunity as unity among the former colonies. Among the worst problems was the regulation of trade. Under the Articles of Confederation, the central government could not tax citizens. The states wanted to keep the central government weak: a remnant fear from pre-Revolutionary days under King George. There were no federal trade laws, and each state could tax as it pleased products coming in from other states. In September 1786 a convention, attended by delegates from only five of the thirteen states, met in Annapolis and adopted plans, using revisions to the Articles of Confederation as proposed by Hamilton and Madison, for a stronger central government.
